The Gypsy Deck — Kipper — is a German 36-card oracle first published around Munich, c. 1890, attributed to Susanne Kipper. The cards depict concrete figures of men, women, places and social situations: the rich man, the loved woman, the false person, the inheritance, the unexpected journey, the church, the prison. It is one of the most practical and narrative oracle tools.
German publishers of the 19th century marketed the deck with the exoticism of the wandering gypsy fortune-teller at European fairs. The association is marketing, not historical — no evidence that the Kipper was created or traditionally used by Romani communities.
Both have 36 cards. The Kipper focuses on people and social situations; the Lenormand is more environmental (ship, mountain, scythe, star).
Excellent. The cards speak almost for themselves: "the good woman" means a woman of good influence appears.
