The gypsy tarot — also known as the gypsy deck or Kipper — is a late 19th-century German oracle (the oldest known edition is from around 1890, attributed to Susanne Kipper in Munich). Despite the popular name "gypsy", the origin is Germanic and the relationship to Roma culture is more commercial than historical.
The Kipper has 36 cards, the same as Lenormand, but with symbolism more centered on social and professional relationships: The Man (the main male figure), The Woman, the rich man, the good woman, the false person, the gift, the unexpected journey, the inheritance, the house, the church.
The association with the Romani people is a commercial 19th-century invention. German publishers sold the deck with the exoticism of the wandering gypsy fortune-teller figure at European fairs. There is no evidence that the Kipper was created or traditionally used by Roma communities.
Both have 36 cards with everyday symbols. The Kipper focuses on people and social situations. The Lenormand is more environmental (ship, mountain, scythe, star). The Kipper tends to narrative readings with characters; the Lenormand is more elemental.
